The Admiral
During the galactic war with the Paralian Empire Admiral Curtice is transferred to assume command of the newest most advanced war ship ever built. When she comes out of status at Varian the Admiral discovers the new ship is not there to pick up. In fact, she discovers the ship which she is there to assume command of has never been built. The materials and supplies to build the ship have all been used in a different location for other weapons. In war things happen. In a galactic war due to communications and distances involved things have a way of totally being confused and the best laid plans fall into the darkness and immenseness of space.
The advanced mind of the Admiral along with her total authority over everything sets her on a path she must make the best of under the absolute worse conditions imaginable. She ends up not just having a ship to build she is given an entire empire of planets which she is the absolute ruler of. Planets which are in the middle of terra forming. A construction site that does not exist. Workers that have to be found. Enemies that have to be dealt with both foreign and domestic.
The admiral is returning from battle to be given a reward for the battles she has won. The finest ship ever built to command. To be sure she will be satisfied with the ship her only tiny problem is she has to build it.
The Build
In order to construct a new war ship of immense proportions first you have to have a construction sight large enough to build it on. Then when you have the site that sight has to be formed into a construction site. Then when you finally have the place to build it you need to build it. Then once you have the sight to build it all you need are thew workers to do it. Then once you have the workers to do it all you need are the materials to do it with.
