The first human victim is a homeless woman from the 'hole' on the abandoned riverfront. Jackie, the town drunk is a wounded veteran with a head injury that brings into question anything he says. So when he says a monster that doesn't look like one bit his friend and took her away, no one, including Evans, believes him.
When her body, and then another one, is discovered, and both the medical examiner and Evans are stumped, Jackie vows to kill the monster.
Jackie's new friend, a young girl, begins to frequent the 'hole' and becomes friends with others there. She also comes to the attention of a little old woman who, every few weeks, takes a nice stroll about town.
